PCX2WAL.EXE tool to create .wal textures for Quake2

This version of PCX2WAL: pcx2wal-win32.exe was made by Petteri Kangaslampi
and contains compiled binary for win32 operating systems, as well as the
new source code which even fixes some slight "bugs" made by me [IK]. This
may be more portable code. Read the included pcx2wal.txt for instructions.
